Dr. Jaine Cadoc-Reyes is a Professor of the Institute for Governance and Rural Development in the College of Public Affairs and Development (CPAf) at U.P. Los Baños (UPLB). It is also from UPLB, she received my BS Human Ecology and MS Development Communication degrees, both with minor in Sociology. Her Doctor of Public Administration degree is from U.P. Diliman focusing on policy and program administration. She served as Assistant to the Dean. Head of Knowledge Management Office, and Director of IGRD at CPAf and at present, she is the program coordinator of the MPAf- Strategic Planning and Policy Program. Dr. Reyes has been teaching at UPLB for more than 30 years, first as REPS/ affiliate faculty in CEM and CDC until she became full-fledged faculty member in 2013 at CPAf. Likewise, she has been teaching at UP Open University as senior lecturer/ affiliate faculty for more than 25 years and currently, the Program chair of Diploma in and Master of R&D Management. Her other past positions were Director of Research Management Center at the College of Economics and Management, Head of the Program Monitoring and Evaluation Section of the Office of the Vice Chancellor for Research Extension, both in UPLB. She was also detailed as Assistant to the Consortium Director at the Southern Tagalog Agricultural Resources Research and Development Consortium (STARRDEC).

Dr Reyes provides technical assistance to S&T/R&D agencies such as the National Academy of Science and Technology Philippines and National Biosafety Committee, both from the Department of Science and Technology, and the Agricultural Biotechnology Program of the Department of Agriculture. The research projects conducted/areas of interest are R&D Management, S&T policy, agricultural policy and research prioritization, technology utilization and commercialization, open and distance e-learning (ODeL), knowledge management, and benchmarking of R&D performance, assessment of protected areas management. She has both local and international journal articles on R&D management, agricultural innovation systems,ODeL, and policy studies; books on organic agriculture and R&D Management, and several learning modules in R&D Management. Not to forget, being a patent agent, she advocates intellectual property rights, and IP management in R&D organizations.

She is a recipient of the Ministry of Natural Resources undergraduate scholarship, doctoral dissertation grant from National- Research Council of the Philippines-National Science and Technology Authority, UP Centennial Professorial Chair Award, and recently the One-UP Professorial Chair Award.
