Evelie P. Serrano

An Associate Professor of IGRD, Dr. Evelie P. Serrano completed BS in Development Communication (major in Science Communication), Master in Public Affairs (major in Education Management), and PhD in Extension Education (minor in Development Communication) at the University of the Philippines Los Baños.

Dr. Serrano handles mostly community education courses and undergraduate service courses in education. Among the courses that she teaches are EDUC 111 (Educational Psychology), CED 211 (Advanced Educational Psychology), CED 215 (Leadership for Educational and Community Productivity), CED 217 (Educational Planning), CED 220 (Sociology of Education), and CED 304 (International Comparative Education). She has also developed and facilitated a number of training-workshops and learning events related to education, extension, and research and technical writing for other higher education institutions and government agencies.

Dr. Serrano considers herself a lifelong learner and has attended several international conferences and short courses, among which SEARCA’s “Leadership Development Program for Higher Education Institutions in Southeast Asia” in 2020; “Facilitating Multi-Stakeholder Partnerships to Foster Sustainable and Inclusive Food Systems” at the Wageningen University and Research in The Netherlands in 2019; and the “International Seminar-Workshop on New Pedagogies in the 21st Century for Higher Education Teachers” in Jerusalem, Israel in 2016.

A gender and development advocate, Dr. Serrano served as Coordinator of the Gender for Rural Development Office of the UPLB Gender Center from February 2019 to January 2021. She also served as the Head of the Knowledge Management Office of CPAf UPLB from August 2018 to April 2021.

Dr. Serrano has authored and co-authored journal articles on education, extension, and development. Her research interests include indigenous knowledge systems, education management and governance, extension education, teaching and learning, gender and development, and rural development.

Dr. Serrano is a recipient of the 2019-2021 One UP Faculty Grant Award for Outstanding Teaching and Public Service and the 2022-2024 One UP Faculty Professorial Chair Award for Outstanding Teaching and Public Service.
