Mr. Ephraim C. Quiñones is an Assistant Professor at the Institute for Governance and Rural Development, College of Public Affairs and Development, UPLB. He handles both graduate and undergraduate courses on Ethics in Public Affairs, Educational Evaluation, Evaluating Learning Outcomes, Principles and Strategies of Teaching, and Instructional Systems Design. His research interests include Educational Administration, Technology-Centered Leadership, and Tests and Measurement. Currently, he takes his Doctor of Philosophy Degree in Education Administration at the College of Education, UP Diliman.
