THE PROGRAM

The Master in Public Affairs Program (MPAf) is intended to train both practitioners serving government and non-government institutions, as well as scholars dedicated to the analysis of public issues, particularly as they relate to the improvement of public welfare. Like other Master of Public Affairs programs of well-known universities, it is a professional degree structured around concepts and skills essential to policy, planning and management activities within governmental, quasi-governmental organizations, business entities and other civil society organizations.

Graduates in this program should be competent in planning, organizing, leading and evaluating activities within the governmental and quasi-governmental organizations.

Specifically, the graduates are expected to:

  1. have developed awareness, understanding and appreciation of the various development theories and concepts that will enable them to discern the dynamics of development;
  2. have developed the analytical capability in making public choices and actions consistent with the needs of the times in order to bring about a higher level of societal welfare; and
  3. have learned tools necessary to gain competencies in managing socio-cultural affairs.


Program Requirements

  1. Thirteen (13) units of core courses common to all the areas of specialization
  2. At least twelve (12) units of specialization courses in any of these areas:
    • Agrarian and Rurban Development Studies
    • Education Management
    • Strategic Planning and Public Policy
  3. Three (3) units of Field Studies, two (2) units of special topics and one (1) unit of Graduate Seminar

PAf 201. Political Economy of Public Affairs (3). Various perspectives/approaches on the study of political economy with emphasis on the role of the government or the state vis-à-vis the polity and economy. 3 hrs (class) PR. ECO 11 or COI, (1)

PAf 203. Data Analysis and Modeling for Public Affairs (4). Analytical tools, decision models, sources, uses and interpretation of social and economic data in public affairs. 3hrs (class). PR. STAT 1 or COI, (1)

PAf 204. Ethics in Public Affairs (3). Theories, issues, and problems relating to ethical behaviour in the public service. 3 hrs (class). PR. COI, (1)

DM 224. Public Affairs Management in Development (3). Political and administrative structures and processes in national development with emphasis on rural development. 3 hrs (class). PR. COI, (1,2)

CED 242. Adult Education (3). A course to acquaint prospective teachers, agricultural leaders, and community workers regarding ways of developing programs for young and adult farmers, and effective methods of teaching adults. 3 hrs (class). PR. COI, (1)

CED 246. Evaluation in Rural Development (3). The nature, principles and role of evaluation in vocational agriculture education; extension education, and community development; selection, construction, and use of evaluation devices. 3 hrs. PR. COI, (1)
